          What is an STCW course?

Traditionally, the shipping industry is a strongly global-oriented sector. Because of this international character, global and uniform regulations are essential, in order to ensure the safety and health of all employees on board a ship. In that context responsible training and appropriate certification are of great importance. In order to guarantee the quality and proper content of these courses, a regulatory framework (STCW) for shipping has been created, which has been approved fairly, effectively and universally and is implemented accordingly.

The IMO or the International Maritime Organization is the global standard-setting authority, and is responsible for the regulatory framework of the STCW courses.

          History of the STCW courses

The established guidelines are defined in the international convention Standards of Training, Certification and Watchkeeping (STCW) for seafarers. The first STCW Convention was drawn up in 1978. The main aim of the convention is to apply one international standard when it comes to shipping, with regard to the certification and superficion of seafarers on board a ship. Before 1978 this was the responsibility of each individual government. Naturally, this involved differences in procedures and standards within shipping. Since the STCW of 1978, major changes were made to the STCW Convention in 1995 and 2010. The youngest, formal adjustments are known as the so-called 2010 Manila Amendments to the STCW Convention. Developments in the field of international law, security and technology, are mainly the cause of this. The adjustments have impact on both substantive and procedural aspects of several trainings and certifications. the 2010 amendments to the STCW Convention were implemented on 1 January 2012. In the Netherlands, the 2010 Manila Amendments to the STCW Convention officially entered into force on May 3, 2014. From that date, all STCW courses and trainings must meet the new guidelines.

The ministry of Infrastructuur, Living environment and Transportation

The guidelines from the STCW Convention have been drafted internationally, but the monitoring and supervision of this still belongs to the individual authorities. The (Dutch) government is therefore responsible for monitoring and supervising the providers of maritime courses. In the Netherlands, this is done by the ministry of Infrastructuur, Living environment and Transportation, or ILT.

To be able to offer certified seafarers courses in the Netherlands, a maritime training provider must first be certified by the ILT. The ministry of Infrastructuur, Living environment and Transportation translates the guidelines from the international convention Standards of Training, Certification and Watch keeping (STCW) into regulations and guidelines for maritime courses. Based on these regulations and guidelines, the ILT assesses the maritime courses and course providers. Of course, the STCW courses from FMTC Safety are IlT certified. Book your STCW course now!
